Shenshan Special Cooperation Zone

Urban Development
The Shenshan Special Cooperation Zone (hereinafter referred to as “Shenshan”) was officially established in December 2018. Located at the easternmost tip of the Guangdong–Hong Kong–Macao Greater Bay Area, it covers a land area of 460.41 square kilometers and a sea area of 1,802.03 square kilometers, offering boundless potential for future development.

 

Transportation
Shenshan is developing a comprehensive “High-speed Railway + Expressway + Port” transportation network to open up the “Golden Corridor” of the Guangdong–Hong Kong–Macao Greater Bay Area and accelerate the development of the core area for Shenzhen’s next-generation world-class automobile city.

The Zone is making every effort to build a three-dimensional transportation system that seamlessly connects to the Greater Bay Area’s one-hour living circle. The existing Xiamen–Shenzhen High-Speed Railway enables direct access to Shenzhen Futian in 50 minutes and Hong Kong West Kowloon in 70 minutes. Upon completion in 2027, the Shenshan–Shenzhen High-Speed Railway and Guangzhou–Shenshan High-Speed Railway will shorten travel time to Shenzhen Nanshan to 30 minutes and Guangzhou to one hour.

The Shen-Shanxi Expressway, an eight-lane dual carriageway, allows a 1.5-hour drive to Shenzhen, while the Second Shen-Shan Expressway is currently under planning. Meanwhile, the Xiaomo International Logistics Port, with an annual throughput capacity of 75 million tons, will connect directly with Shenzhen’s port cluster, facilitating efficient access to RCEP markets.

By rapidly integrating into the Greater Bay Area’s one-hour economic and living circle, Shenshan is providing solid infrastructure support for industrial growth, talent settlement, and regional shared prosperity.

Industrial Development
As the industrial relocation base of Shenzhen, a prime destination for major industrial projects, and an incubator for high-quality development in eastern Guangdong, Shenshan is firmly committed to accelerating the construction of the core area for Shenzhen’s next-generation world-class automobile city and is demonstrating strong growth momentum.

In 2024, Shenshan’s regional GDP reached CNY 24.215 billion, representing a year-on-year surge of 74.2%, the highest growth rate in the province. Among this growth, the secondary industry contributed 77%, with the value added of industries above designated size increasing by 207.5%, and the automobile manufacturing industry’s value added soaring by 621.1%, powered by the rapid acceleration of the new energy vehicle sector.

Shenshan is strategically developing a modern “1+3” industrial system, with the new energy vehicle industry as its core, supported by three key sectors: new energy storage, high-performance materials, and intelligent manufacturing equipment.

In the new energy vehicle sector, Shenshan has formed a clustered ecosystem of complete vehicles and components, led by BYD and represented by leading companies such as Jingxi Heavy Industry, Dongfeng Lear, and Gecko Technologies.

The Shenshan High-end Electronic Chemicals Industrial Park is Shenzhen’s first and the only professional high-end electronic chemicals park in South China, focusing on the electronic information and new energy electric vehicle industries, and driving breakthroughs in domestic bottlenecks within the integrated circuit and semiconductor materials sectors.

In intelligent manufacturing, L.K. Technology leads globally with its 10,000-tonne die-casting machines, while HMI Technology provides industrial robot systems to leading automakers such as Tesla and BYD.

 

Ecological Development
While experiencing rapid development, Shenshan upholds the principle of “ecology first and green development.” Boasting a forest coverage rate of 75.28% and a 69.8-kilometer coastline, the Zone has established an ecological landscape that deeply integrates mountains, sea, lakes, farmland, and urban areas.

By connecting ecological resources through greenways and country trails, such as the 25-kilometer “Zhenmei Greenway” and Da’an Village in Chishi Subdistrict, recognized as one of China’s Beautiful Leisure Villages, Shenshan is creating a model pastoral city that is both livable and business-friendly.

 

Strategic Development
Looking to the future, Shenshan will accelerate the development of the core area for Shenzhen’s next-generation world-class automobile city. On one hand, it will deepen the full-chain layout of the new energy vehicle industry, attracting core component manufacturers and enterprises specializing in intelligent connected vehicle technologies. On the other hand, it will expand the industrial depth of new energy storage and high-end electronic materials, addressing bottlenecks in the semiconductor sector and building a national-level strategic emerging industry cluster.

Shenshan’s transportation infrastructure will continue to be upgraded. Upon the opening of the Shenshan–Shenzhen and Guangzhou–Shenshan High-Speed Railways in 2027, linked with the hundred-million-ton-capacity Xiaomo International Logistics Port, the Zone will become an open hub with half-hour access to Shenzhen, one-hour access to Guangzhou, and direct connections to RCEP markets.

Its ecological advantages will be transformed into carbon competitiveness, through the expansion of the Honghai Bay offshore wind power capacity and the exploration of hydrogen energy applications, promoting the deep integration of “zero-carbon factories” and a model pastoral city. Ultimately, Shenshan aims to become a strategic new highland in the Greater Bay Area for industrial relocation, technological innovation, and green development.
